With reinforcing bars, or rebar, you reinforce the concrete. Because the concrete cannot handle tensile forces well, rebar is placed in the concrete. The steel absorbs the tensile forces, preventing the concrete from cracking.
The rebar is ribbed so that it adheres well to the concrete.
Reinforcing bars can be used as additional reinforcement and in places where extra reinforcement is needed.
